Your PPWR Roadmap to August 2026

The Ultimate Guide to PPWR

Packaging regulation is changing. Enforcement starts August 2026. This guide tells your procurement and sustainability team exactly what to do and when.

PPWR is not a reporting exercise. It is a supply chain transformation. The EU Packaging and Packaging Waste Regulation applies directly across all 27 Member States from August 2026. No national transposition. No grace period. Non-compliant packaging can be banned from the EU market overnight and the signatory on your Declaration of Conformity bears personal liability.

If your company places packaged goods on the EU market, you are already in scope.

Why 2030 is already urgent

Qualifying new recyclable materials takes 12 to 18 months. Redesigning packaging for empty-space compliance requires tooling changes. Securing certified post-consumer recycled supply chains adds further lead time. Companies that have not started face the real risk of non-compliant portfolios on enforcement day.

  • PFAS ban active from August 2026 , remove from all food-contact packaging
  • Declaration of Conformity required per packaging type, not per SKU
  • Recyclability grades A, B, C . Grade C banned from the EU market in 2030
  • Minimum recycled plastic content of 10 to 35% by material from 2030
  • Empty space capped at 50% for secondary, transport and e-commerce packaging
  • Personal liability : the signatory on the DoC bears it, not the company alone
